Install older version of photoshop

So I went to this link :

Adobe offers the current version and one previous. ProDesign Tools has direct links to PS CC 2019 here:
and I am now seeing this screen for the last 30 minutes ?? that is confusing

I am getting this page above and its not telling me what its doing or if it is really doing anything.  Im wondering if this is isntalling a version of photoshop ? or what  ?  its been a long time now and It really just looks like a web page that does nothing.  

I also found this link:

but I did nto find any older versions of photoshop here.  

and not sure what that is all about but I did not find any older installs of photoshop. I am using version 23.1.1 but it is doing weird stuff that I posted about.   I cant save as a JPG file I have to flatten my image first and that is a pain   But thing is what else?  what else do i have to figure out here ? I dont want to !   I just want the older version that I dont have to figure out -  Is there a way  here for us photoshop consumers to just use older versions still  ?

What were the names of the files you downloaded?

Adobe don't officially provide the old versions, so they could close down the downloads any time.

Or, why not just turn on legacy save in preferences... or use Save a copy... I can't say I like the new changes to saving but you don't have to flatten to get a JPEG saved.
