installing Photoshop CC 2018 and failed

I really need this help for work ;( ! My new Macbook got stolen so I have to dig out my old laptop to use for work temporarily.. I have:

 

MacBook Air (13-inch, Early 2014) 

macOS Sierra ver. 10.12.6(the latest ver. I can update)

I found the Photoshop CC 2018 download link here

I opened the installer, and logged in to my Adobe account, but it says, "We couldn't find Photoshop 2018 associated with this ID" and requested a new subscription. What can I do at this point?
