This actually works, but is this right? can I take advantage of the HDR on photoshop?

That looks like a broken monitor profile which is set in your operating system and used by colour managed applications such as Photoshop.

Try this:

1. Close Photoshop.

2. Type 'color management's into the Windows search bar and in the dialogue box that opens, set sRGB IEC61966-2.1 as the default profile. You may need to click add first to add it to the list.

3. Open Photoshop

If that looks better then you have confirmed the profile was broken and you need to make a new profile for your monitor using a calibration device such as the i1Display or similar.

Recently was asked similar question but I can not find that thread to link. I think @D Fosse or @davescm can help.
