I was going to stay using 10.14 because of the loss of access to 32-bit applications in 10.15/Catalina, but I needed a logic board repair and Apple "thoughtfully" updated me to Catalina when they ported my data onto the new hard drive. I had bought Acrobat 2017 despite Adobe's effort to hide it on their purchase pages, but now my older version of Photoshop no longer works, and a subscription makes no financial sense to me whatsoever as I only do very occasional, self-taught image editing.
Is there still a version of Photoshop for sale that is 64-bit AND not subscription-based? I qualify for an educational software purchase if that helps. If there's a "Photoshop 2017" or something please let me know.

I believe all of Adobe installers for perpetual photoshop versions were 32bit installers that could installed 32Bit and 64Bits installs of Photoshop. So Adobe perpetual Photoshop Installers will not run on Catalina. You will not be able to install any perpetual version of Photoshop on Mac machines running Catalina.

No, only subscriptions. Photoshop from $10/month (yearly commitment) which compares well to the previous price of $700. If your needs are less, consider The consumer product Photoshop Elements 2020.
