Photoshop can do animations but is by no means optimal for any large scale work. If you are interested in learning more you can check the help page here:

If you want to use an animation program, I would recommend downloading Adobe animate.

Another animation tool you can look at is Adobe Character Animator (CH) which has a free starter mode and a pro mode (paid, of course). The starter mode does not let you make puppets for animation, but you can import puppets that others have made for you.
