Is it possible to change one parameter of action? before use

For example: want to modify selection (expand) in one step of action

For many action steps, you can simply double-click the step or highlight the step and use the Action panel menu item for Record Again.

That being said, sometimes you just have to delete and re-record the action step from scratch.

Something you can do is to expand the action and grab a sceen shot of the steps, and use that as a guide for recreating.

There are many steps you can turn on modal control to see dialogue, Expand is one of them. To skip dialogue but to modify expand number re-record step either as @Stephen Marsh is suggesting or create selection, expand Expand step to see real time changes then double click on Expand step. Change number and click OK. It should instantly change number in action step.
