Is It Possible To Designate TrackPad Or Touchscreen As Hand Tool?

Hi guys,

I would like to be able to have a means of being able to freely move around an image without having to change to the hand tool. Is it possible to somehow designate a USB Touchpad or Touchscreen as a Hand Tool, in the same way that you can designate the wheel on your mouse to Zoom With Scroll Wheel.

Legend

Just press down, and hold, your space bar when you are zoomed in- it changes whatever tool to the hand tool. I use it so much I don't even think about it.
