No, Photoshop CS6 is outdated by several versions by now.

While the cloud license entitles one to install Photoshop CS6 it is not being updated for OS and hardware developments.

They are NOT the same. CS6 is fairly outdated by now. Photoshop CC comes with a Creative Cloud subscription. It is the latest version and allows for updates to be installed as they are released!

They are basically the same Photoshop Extended but distanced by 6 years of updates and UI changes.   So while you can paint & transform in either version, the more advanced features in CC don't exist in CS6.
