I do NOT want to use the cloud. I need a basic photoshop only for noncommercial use at home. Please advise on my options. Thanks

You are not required to use the cloud at all. Photoshop is installed directly on your computer; where you store your files is up to you.

Are you confusing the "cloud" with a subscription? Your computer does have to check in about once a month to see if your subscription is active--that's all. If you don't want that, check out Photoshop Elements.

You will, however, need to install the app "Creative Cloud" if you use Photoshop, or its little brother Photoshop Elements. This is what checks you have a license.
