Is there a way to enable keyboard "shortcuts" in contextual menus?

I have recently been required to upgrade from Photoshop CS6 to CC2018.  In the CS6 version, I was able to right-click on the background layer to bring up the contextual menu (can still do this in CC2018), and then press the "F" key to flatten image (there was a little underline under letters for the different commands) - this feature is not active on CC2018.  Wondering if anyone could tell me what to do to enable this?  Windows 7 for my OS.

I'm not trying to assign a keyboard shortcut.  I went round and round with chat support on this and they kept trying to send me back to assigning a keyboard shortcut in the edit menu.  What I am after should be more of a functionality of the program that's not active at the moment.

If anyone happens to have an answer on this, I'd be grateful.

Another nice catch. I never knew I can do it this way in CS6 EXTENDED as those certain keys in dropdown menu were not underscored. I tired it now and it works, for most / all commands in that menu. Not in CC 2018, so you should report a bug: https://feedback.photoshop.com/photoshop_family/categories/photoshop_family_photoshop

Why not just accept Flatten image from the drop-down menu, you don't need the F?

The simple answer is for speed.  I'm processing out images for a data report (adding a scale bar).  All I'm doing is constantly flattening, copying, then undoing, adding a new image as a new layer, deleting old layer then flattening again.  Hitting F is much faster/easier than having to run the mouse down the menu every time.

I have an action which does nothing except Flatten. I've assigned an fkey to it and its much faster than using the mouse at all. You can also set this up on a graphics tablet or mouse with programmable buttons.
