No

You may buy Photoshop Elements for a one time payment Easy Photo & Video Editing Software | Adobe Elements 2019 Family

Depending on your version, you MAY be able to run on a new computer... you don't say what kind, so notes for both

CS6 and earlier programs HAVE NOT BEEN TESTED AND WILL NOT BE UPDATED for Mac El Capitan or newer operating systems

-which means that you try to use CS6 and earlier at YOUR risk of having problems due to Apple updates

-this is about CS6 (which is from 2012) but it wil

-this is about CS6 (which is from 2012) but it will probably apply to other programs of that age

-Apple did not maintain backward compatibility with old programs in El Capitan or newer operating systems

--Adobe has a workaround to Apple's problem of not maintaining backward compatibility

--READ HERE https://forums.adobe.com/thread/2301916 for an Adobe solution to installing old programs, including a link to installing the old Java runtime that is required

Two ideas that MAY work to install and/or run old programs in Windows 10

-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

-or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... this says Encore, but is sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account) so follow the instructions, substituting the name and location of your specific program for Encore

Why will in not work on your new computer. If your new computer's OS only support 64Bit applications and you have an old Perpetual 32bit  Photoshop it will never work on that OS.

CS3 runs on Windows Old Perpetual version of Photoshop are also Platform specific You can not run a mac version on windows even if you install windows on your Mac.

The big problem is newer version of Photoshop have bugs that are not in older version of Photoshop.

Also Upgrades have never been free.

As mentioned, no free upgrades for old versions. Which version of Photoshop and OS do you have?

Hi

Old software works best on old operating systems, and that is the best way to run your older version of Photoshop. The time comes when older software cannot run at all on the newer operating systems.

Adobe has a Photography plan that is only $9.99 per month for the annual plan, paid monthly, or you can pay in a lump sum. See details here:

You can also install a free 7-day trial to make sure it works for you.

For some Old versions have features that have been removed or changed and old versions do not have the newer Photoshop Bugs and monthly payments. $9.99 is is a monthly cost.  The big problem with old versions is you have an old version of ACR.

You're using legacy software that is no longer sold, supported or updated.  So there's no update available anyway.  That ship sailed long ago..

I purchased to own forever.

You must understand that a perpetual license is not a promise that the software will work forever.  All it means is that you own a license to use Adobe's software until it is no longer supported by Adobe and/or your computer's operating system.  Support for your product ended about 18 months after the newer version came out.   So if you own a license to use CS4, support for it ended in 2012.

Photoshop Elements 19 is available for about USD $100.  No subscription required.

The Photography Plan (Photoshop CC, Lighrtroom Classic, Lightroom CC, Camera Raw and more...) costs USD $9.99/month for a 20GB storage plan or  $19.99.month for a 1TB storage plan.

Photoshop Single App Plan is available for USD $20.99/month for a 1 year subscription or  $31.49/month for a month-to-month lease which you may cancel at anytime.

Those are your only Adobe upgrade options.
