is there any way create a semicircle shape colorful border ?

There has few kind of  way but neither are perfect.

1. "puppet wrap"

2. Wrap with arc

3. Stoke path with brush but colorless or single color

    I recommend that you do such stuff in Illustrator with Pattern Brush.

    For perfectly round bending the Filter Polar Coordinates can be used.

      One could use a Script or Scripted Pattern to arrange elements along a Path but these options are not »live« (meaning that they do not update autoomatically when changing the Path) and thus seem utterly inferior to Illustrator’s.
