Is this a Photoshop effect?

I'm trying to identify whether it's a filter or a technique that totally smooths out these photographs? I've seen it subtly done, but also to the point it looks like paint or animation. I've poked around looking in Posterize and Oil Paint, but can't find anything that does this. It's like a smoothing version of Posterize, because so much detail can be removed.
