1. you have to take up with Apple and their GPU implementation.
2. is most likely because of drive formatting. Many external drives come exFAT formatted out of the box, because that used to be cross-platform. In recent years, however, Apple stopped supporting it, and now exFAT doesn't work well or at all in MacOS. It can usually be read, but not written to.
So what you need to do is reformat your drive to APFS. This means wiping all content, so you need to store any content elsewhere and then copy it back.
