Issue Using The Rotate View Tool

Question

Hello. I have an issue where the shortcut (R) for the rotate view tool switches the tool to the rotate tool instead of switching back to my previously selected tool. When I use the space bar key to bring up the hand tool, when I let go of space bar, Photoshop reverts back to the tool I was using. Is there a way to do this with the rotate tool? forgive me if this information is already out there, I could not find it. Thank you.

In addition, if you want to temporarily use a tool and then return to the one you were using, you can press and hold the shortcut for the tool, use the new tool, release the shortcut key, and automatically return to the tool you were using.

R selects the Rotate view tool. If you want a different tool, press the letter of the next tool you want to use. For example, if you are moving and rotating, tap V to move, R to rotate view, V to move again. There isn't a way to toggle between two tools, with the exception you mentioned of using Spacebar for the Hand tool.
