issue with the transform tool which transforms 2 objects differently

It's been a long time i have this issue and this far I always found a hack to go around the issue, but i'm sick of it as it's a basic tool that I used for years and i don't understand this strange behaviour.

I joined a file to explain what I do ;

It's very simple, I have two smart objects one above one over ; I want to resize both of them. 

The overview is good, so I press enter, and BOOM! Everything explodes.

I'm sick of it lol...

 

I tried adding a .txt file in the preferences folder with "TransformProportionalScale 0" inside ;

I tried changing the preferences (inherited transform)... (see caption also)

 

don't hesitate to ask me further questions...

Edit : There is no issue with pixel layers, only with smart objects

Can you try this.

1.Draw curve and convert to Smart Object

2.Draw elipse and convert to Smart Object

3. Select both layers

4 transform

This works for me.

I just tried and... It works 😕

Maybe the problem is when I edit files I created in another software, for example in my case I often edit in photoshop some illustrations I made in Fresco... But I know it also happened with some old psds files with layers imported from illustrator. 
Don't know what to say else 😕

Okay so it seems that the issue is mainly with .psdc files ; I tried save a copy to .psd file and reopen, the transform tool worked okay. 

Wasn't so complicated... Sorry for the bother! I will check in the future if it always happens in the same circumstances.

May be the problem for psdc file is their source, as they are stored in your creative cloud store and response differently on transform action. Anyway glad that you find solution and thank for posting here.
