Issues with "Filter, Blur" function.

I am trying to use the "Filter, blur, average" function along with polygonal lasso tool to make a polygonal design on some text and on an image but every time I make the triangle that I want to use with my lasso and I do filter, blur, average, it just does not apply the effect. It is not grayed out, it just won't work. I also have looked before and I saw some people were saying that the mode has to be RGB and I checked and made sure that mine was on that and it was so I have no idea what to do now. If anyone can help me, I would very much appreciate it. Thanks!

    Hi

    If you try it on Type, you will get this message:

    Is your text vector or raster or a SO?

    If you are trying to apply it to a Type layer and a pixel layer at the same time, that won't work. Check your Layers panel to see which layer is selected.

    If it still doesn't work, we'll need a screen shot.

    Hi Seth,

    That shouldn't be happening, let's make it right.

    As the Filter > Blur option isn't working properly, could you please let us know the exact version of Photoshop and the operating system you're working on?

    Also, could you share a screen shot here?
