Keyboard presses aren't releasing.

Photoshop version: 24.5.0

OS: Windows 10 Home Single Language build 19045.2965

 

It happens to me specifically with the Hand tool as well as when I hold 2 keys simultaneously to change my brush size & softness. I get the red overlay (to indicate the size and softness of the brush) but when I release the keys on my keyboard, the red overlay remains. Same with the hand tool. When I release the space bar, the hand tool remains and I have to press escape to return to normal.

 

I've restarted my pc as well as tried various keyboards to eliminate the possibility of a hardware error, but the issue persists.

Followup: 
My Adobe Photoshop 2023 Prefs.psp file was 9.99mb (?!?!) so I deleted it and reloaded PS - The problem appears to have disappeared (For now) but of course, I now have to spend time re-establishing my tool and program settings. Gnnngh. You'd think with "Reset your preferences" being such standard fare these days they'd actually implement a meaningful way to export and import them 😕😕

Will report back it if rears its head again.

Chipping in that I've got the same issue with mouse buttons and the wacom (Win 10 latest PS build) - If I click or tap  & drag to start drawing a marquee selection for example, if the timing is just right PS fails to register the mouseUp when I let go of the mouse button or raise the pen, and I'm stuck dragging the marquee around until I click again... It's making work completely impossible, considering rolling back until it's resolved. Same behaviour in the crop tool.
