keyboard shortcut 'command-shift-C not working

When I try to use the "Copy merged" keyboard shortcut, I get an error message saying "Could not complete the Copy command because the selected area is empty (even though the selected area is NOT empty). Then I get a weird little popup saying "Paste Stack". I can still copy merged by using the menu command Edit > Copy Merged. The Keyboard Shortcuts and Menus interface tells me that Command-Shift-C is set as the shortcut.

    Hi!

    Sometimes when I am using PS, I click off of any layers, and get that message. Check to make sure you have the topmost layer selected when you hit the Command-Shift-Option-E to copy and merge all the visible layers to a new layer on top.

     

    If that is not the issue, then I would recommend that you reset your preferences. Here is a help doc that will walk you through it: https://helpx.adobe.com/photoshop/using/preferences.html
