Keyboard Shortcut "Cmd+R" for Guides & Rulers Not Working in Photoshop 2020 on Macbook Pro

Something strange is happening with the latest version of Photoshop 2020.

My keyboard shortcut Cmd+R for Guides and Rulers is not working.

When I do hit the "Cmd+R" keyboard shortcut Siri recites the image magnification percentage. 

I tried to fix it by going to "Edit–Keyboard Shortcuts–Application Menus–Photoshop–Guides & Rulers" and it's blank.

When I tried to input "Cmd+R" it is not accepted. It doesn't do anything. If I input any other keyboard letter it shows up but not "R" for some reason.

I do have a Wacom tablet attached to my Macbook Pro but this was never an issue in the past.

I cannot figure out how to troubleshoot this problem. 

Hoping someone has a solution.

Have you tried resetting your preferences?

Thank you for your response. 

 

Yes I did reset my Photoshop preferences but that did not fix the issue. 

 

When I press "Command R" instead of getting the Rulers, Siri recites the percentage size of the image I am working on. 

It is extremely frustrating and I can't figure out how to change it. I haven't been able to find anything in the Adobe community that answers this particular problem.
