Is this a new issue that just started?

Most often, when keyboard shortcuts stop working it's because another app (sometimes a browser) has taken them over. Try this:

  • Quit Photoshop
  • Shut down your computer, then relaunch it
  • Open only Photoshop and confirm no other applications are open
  • Do your shortcuts work now?

You might try resetting preferences. If you reset them manually by renaming the file, you can restore the original if necessary.

https://helpx.adobe.com/photoshop/using/preferences.html

Follow the links at the top to "backup preferences" and also to "restore preferences".

If you just installed PS and haven't customized anything, you can reset preferences from Edit > Preferences menu > General tab.

What are your region/language settings for application/OS/keyboard? English or something else?

I've noticed that keyboard language can occassionaly get reset by accidentally hitting some Windows-native shortcuts. I have English OS/application, but Norwegian keyboard layout. I never bothered to figure out exactly which OS shortcuts, I just quickly correct it from the system tray on the taskbar:
