Keyboard shortcuts become unresponsive with Smart Guides enabled

Issue: When Smart Guides are enabled in Photoshop, the guides take longer to appear subsequent times and lock up keyboard shortcuts in the time it takes to draw the guides. This makes simple tasks like pressing Ctrl + Plus multiple times impossible without stopping multiple times.
- Photoshop version: 23.3.2 20220503.r.458 d8a9c44 x64
- OS: Windows 10 64-bit, Version: 10 10.0.19042.1706
Steps to reproduce:
- Enable Smart Guides from View > Show > Smart Guides.
- Create several boxes (or use the provided sample file)
- With the cursor over an object preferrably, press Ctrl + Plus, let go, and press them again in succession. This should fail at the second or third time.
- While locked up, holding the Ctrl key will act as if the key weren't held at all. So attempting to Transform the current layer with Ctrl + T will instead pull up the Type tool.
Expected result: Zoom and other functions should work as expected without interruption, as seen when the Smart Guides are disabled. I should be able to perform multiple shortcuts while Ctrl is held instead of having to let go of the key and wait a while.
Actual result: It seems it thinks I let go of Ctrl after a while and shortcuts become unresponsive and unreliable to perform because Smart Guides took too long to draw, even on simple documents. This happens on all 3 of my systems I use Photoshop on.
