Keyboard shortcuts don't work when I use different language than keyboard layout - windows 10

I use English language setting on windows. My keyboard layout is finnish. When Photoshop updated, none of the regular keyboard shortcuts work anymore. If I switch my language to finnish, shortcuts work. But this is not the preferred solution.

Keyboard shortcuts that don't work:

- Select tools (b/v etc...).

- Copy/paste (ctrl+c, ctrl+v etc...)

From keyboard shortcut settings I can't even assign any buttons. Only the command keys work, like pressing alt to active menu. Or alt + scroll wheel as in zoom. Typing when text tool is selected works fine. As does typing a new layer name.

Tried all the suggested methods but nothing seem to help.

Hello, I would try to restore your preferences to the default using this manual method:
https://helpx.adobe.com/photoshop/using/preferences.html#Manually it lets you keep a copy on the desktop that you can use to revert the process.

I would also try to restore the shortcuts file: 

Keyboard Shortcuts Preferences - Contains the user defined settings in the Keyboard Shortcuts dialog. (Note: Use Legacy checkboxes are stored with General Settings Preferences.) * Keyboard Shortcuts.psp
* Keyboard Shortcuts Primary.psp

MAC: Users/[user name]/Library/Preferences/
Adobe Photoshop [version] Settings

PC: Users\[user name]\AppData\Roaming\Adobe\Adobe Photoshop [version]\Adobe Photoshop [version] Settings
