Keyboard shortcuts not working for Photoshop or InDesign

I'm trying to access the Hand tool, to scroll across my images/documents, in both Photoshop 23.5.1 and InDesign 17.4, running Mac OS Monterey 12.6. Specifically, pressing the spacebar to access the Hand tool for quick panning/scrolling is not working, at all, in either app. I have a hot button on my Cintiq display set to Pan/Scroll as well, and it too will no longer work with either app. What do I do to fix this obnoxious issue?
