Latest update pen tool issue

I updated to 19.16 2 days ago and now my pen tool is sticky and lagging.

I've reset the tool, turned off and on windows ink.

I've reset profile and cleared cache and changed preferences in all sort of ways.

I'm just using a mouse for these projects so it's not tablet issue.

sys:

ryzen 1700, 8 core,

32 gigs of ram DDR4 3000

win 10 64bit

Can anyone give me a hand on this?

I do not seem to have a problem like that with my Wacom Intuos Pro.  But I am using WinTab API not Windows INK API with Photoshop because I also have CS6 install. CS6 only supports WinTab API. All other applications use Windows INK API

I do have and old Wacon driver and have added the PSUserConfig.txt to my CC 2018  and CC 2014 Preferences

If I am reading your issue correctly it is the pen tool that you have an issue with (not a pen &tablet).

Have you tried resetting the pen tool?

The pen tool in CC2018 uses the GPU to draw with user selected path colours and thickness. Just as a test, can you turn off use graphics processor in Preferences > Performance - restart Photoshop and see what the pen lag is like now.

If it is OK - try turning the GPU back on -  then restart and try again.

If the lag returns , you may need to look to see if their are any updates for your GPU drivers
