Layer Fill won't use same color

Lately when I want to add and fill in another selected area to an existing soild color fill area, the newly selected area won't fill in the same color. When using the paint bucket or the brush, it will do a lighter color than the orignal color I filled with. It just randomly started doing this and I don't know where my setting changed. Opacity is at 100%.

I circled in red the symbols that are in the full opacity color and then the rectagle below is how the color is coming through when I try to add a selected area to the same layer fill. Meant to turn off the Effects, but it does the same thing with or without them.
