Layer Mask is not working

Hi, my layer mask stopped working.  I checked to make sure: the mask was selected, the paint brush was set to Normal, Opacity and Flow at 100% & color set to Black...it still does not hide what I paint.

 

I uninstalled and reinstalled PS, it still does not work. What am I missing?

The mask is hiding what you paint black, which in turn reveals the layer below. However the layer below, for which you have visiblity turned on, is identical to the upper layer and so it looks as if nothing has happened.

Thank you.  I'm teaching myself PS and I thought I was doing it correctly from the videos I've been watching.  I guess I need to watch some more!!!
