On both Photoshop v22 and v23 if I double click on a layer mask to get the new style dialog menu, I can adjust the transparency of the layer mask on this screen, but as soon as I click ok, it stays at 100%.
Can you include some screenshots of your entire workspace with the layers panel visible and the new style dialog you are referencing? (before, during - which settings - and after screenshots)
