Layer "link" icon is grayed out

I'm trying to link layers so I can apply a transform to more than one, but the link icon at the bottom of the layers panel is grayed out. The link layers option is grayed out when I right-click on a layer as well. Any help would be appreciated!

Once you highlight/select two or more layers the link should become active.

      You should Post Screen captures of your Problem so we can see what you see in Photoshop's UI . Make sure all important Palettes are visible in the screen captures.
