Layer Style Stroke is way too thick

The layer style is way too thick; it wasn't like this before. Literally, in the middle of working, changing nothing that I know of, the thickness became to the point where it's absolutely ugly and ridiculous. And I have proof that it used to work as seen in the below image.

Yellow is before (when it was working as it should), Blue is now, (it changed on a whim and the style thickness is set to FOUR) the blue doesn't look like four thickness it looks like the scale was set to 30. What is happening and how do I fix this?
