The layer thumbnails are no longer representative of their content. Sometime in a recent PShop update, the standard thumbnail feature has stopped representing what used to be a fairly accurate thumbnail representation of the content of any given layer. Is this common to all users now, or just an odd glitch on my workstation?
Does Adobe monitor this forum, or there a better way of reporting issues/bugs to Adobe? (I was a PSHop beta tester long ago)
Here's a screenshot of a layer's content, and its thumbnail. The content shown is the ONLY content on that layer, & it is fairly small group of pixels on an otherwise blank layer. In the past, this layer's thumbnail would NOT be solid black. (this is a cloned fur edge on an animal)

When any Adobe program starts acting strangely, resetting the preferences will often fix the issue.
To manually restore preferences to default:
Find the preference file that you want to reset and move it to another location. When you restart Photoshop, a new preference file will be created in the original location. See Preference file functions, names, and locations.
To restore preferences quickly using a keyboard shortcut:
Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.

Try changing your layers panel >> Flyout Menu >> Panel Options
Layer Bounds will zoom in on small object that do not take up the whole layer. Or play around changing the thumbnail size, as you may have a technical issue that will clear out.
What OS version are you? You need to be win 7 or better for best compatibility with CC2019
