Layers not updating after importing frames to layers

Looks like the layers were imported and multiple frames made by clicking the new frame button (keeping the same state of the document with all the layers turned on).

I just deleted all the frames and chose Make Frames from Layers from the Timeline panel menu and it plays correctly:

All of the layers show, but they all show as the same layer/image. It's basically just repeating the same first frame as all layers. I tried to go back to V22 and still having the same issue. I have tried with various videos, including ones I have used to import layers to frames in the past. I will have to save a PSD and post here when I return home later today. Thanks for the quick response!

Update: I exported a few layers as a test, and every layer/frame is just identical. So it's not actually creating layers from the frames but just a bunch of identical layers from one frame. So frustrating.

Does the layers panel show all the layers in the layer stack and they just aren't showing correctly on the canvas? Can you save and share the PSD you have? (Link to CC files or dropbox)
