layers window stuck on one layer?

say i have 3 layers. layer 1 is done so i go to edit layer 2. it jumps back to layer 1 and alters that. i try layer 3. it jumps back to layer 1 and alters that. locking layer 1 doesnt help. hiding it does but i'd like to see what I'm doing. It wont let me edit any other layers, only the first one. Resetting the workspace in the windows dropdown did not help. Closing the program and reopening did not work. I'm so frustrated I'm about to cancel my subscription and just use Clip Studio for everything from now on.
