License Plate from security cam.

Good Morning experts.   

I am trying my damndest to de-pixelate a license plate. 

This is a vehicle that was in my driveway for a long period of time.  Nothing missing, no reason for a police report yet.   But I would love to know who sat here like that. 

The image is sort of crappy, normally the camera does a pretty good job at license plates.  I assume this one has either been tampered with or is simply faded. 

I would love to know how to do this for future refernce. 

Any help would be grateful.
