liquify 사용하려고 하는데 이런 오류가 뜹니다. 어떻게 해야하나요

It seems that you try to assign the filter to the Background layer. And this is locked (see the lock symbol).

Make a copy of the layer by pressing Ctrl + J. The try to assign to filter to this layer.
