When I use the face aware liquify function in Photoshop V 21.1.3 (update made after problem occured but did not change anything) I can make all the changes but as soon as I click on save and the window closes there is nothing changed in the picture. It is still the original footage I started to edit in liquify.
I can click the undo button (it shows that the liquifiy effect was applied to the footage) but nothing changes.
I restarted the software and PC over and over again and updated to the mentiones latest version.

»footage«? What are you doing exactly?
Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

Sorry I´m used to video editing terms as I do this for a living. With "footage" I mean the picture I´m editing.
I just open the .jpg in Ps and want to make the person smile more with face aware liquify.
As soon as I click on "ok" all changes are not applied to the picture but I can undo the effect:

Have you tried applying it as a Smart Filter?
What have you done for general trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Yes I tried applying it as a Smart Filter. Did not work.
As I barely use Photoshop I have no custom brushes, plugins or whatsoever.
I updated the Version after the problem occured but it is still there.
I restored preferences as you said but it did not help.

If you use alt-ctrl to prevent GPU-usage by the Filter and move the corners of the mouth with the Forward Warp Tool does that carry over after OK-ing?

Yes it does after deactivating GPU usage in the settings.

Then I suspect there may be a GPU driver issue … if so then unfortunately it could be both an update or a roll-back of the driver that might alleviate th eissue.

I have updated my GPU driver to the latest Version now but problem is still there with the picture.
I tried a different picture and there it works fine (it was a very small one compared to the .jpg I have the problem with)
