Liquify filter tools not working

Question

1. Photoshop v 25.3.12. PC Windows 11, 64 bit3. Liquify filter in Photoshop opens, but none of the tools work, except for the freeze and thaw tools.4. Copy layer and convert to smart object. Open Liquify Filter, but forward warp tool and others, when selected, do not work. Only freeze and thaw tools work. Facial adjustment tools do not work, either.

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
