liquify warp tool does not warp, it only moves the entire image

in ps cs6 windows 10, not cloud version, i open an image and choose filter; liquify. dialog window opens and i choose forward warp tool. in the past i place the icon over the image and circle to get image to warp. but now all that does instead is to slide the entire image ... no warping.

i finally got it !!! in the liquify filter, pressing the option or control key sets the cancel button to reset ... and now i can warp again. this took me two days searching and included chats w/adobe support and no one could answer me.

If you noticed a change in behavior, you might want to reset your preferences, as there have been no changes to CS6 for many years.
