Load Files Into Stack - Not Working

I have a new Apple M4 Mac Mini that I have migrated to and cannot get the Load Files Into Stack feature to work at all. After selecting my images to load into the stack, I click OK and the window disappears and nothing happens. Doesn't matter if I try it with 2 images or 20 images, or with any different options on the dialog box.

 

I have tried a few other scripts and they work without issue. I have even imported a custom script for loading files into a stack and it works. But the built in Photoshop functionality does not.

 

I have tried uninstalling and reinstalling Photoshop, resetting all preferences, and installing older versions. I have tried with different file formats and different folders on my HD. I have been using this process in my workflow for the last 10 years, and it simply isn't working on this device. The exact same steps work on the Apple M2 Macbook Pro I migrated from.

 

Please let me know if anyone has any ideas I can try. 

Current system info:
Photoshop 26.4.1 for Apple Silicon
Mac Mini M4 Pro, 48GB, macOS Sequoia 15.3.1

Unfortunately the issue still persists when turning off Auto show the Home Screen

If in Photoshop you go to Photoshop 2025>Settings>General, uncheck Auto show the Home Screen, and restart Photoshop, does that make any difference?
