Looking for help to remove sun glare from photo

Hi, I really like this photo and I have tried to remove the sun glare from it numerous ways but I can't figure it out. Just wondering if anyone has advice on how to or knows how to do it, thanks!

Do you have the RAW image? 

There might be some additional data there but this image seems fairly problematic and the area with literally no detail is pretty big.

What do you mean by »live photo« and why would shooting raw not qualify as that?

The image is "burned"; It means it is like a hole in the paper.

The best I could do with Camera raw + sky replacement

Putting it into Camera Raw and using dehaze as a mask can help. It won't be perfect, but it normally helps a lot.
