Lost side toolbar and even reset tool bar not working. Help please. Thank you.

I accidently closed the tool side bar when I was in an image in Photoshop 2023 and can't figure out how to get it back. Reset tool bar not working. Was working when opened new doc but now nothing showing up. Even if click on screen shot... not showing up. Help please!!! Thank you.
