You don't need 256 GB RAM, even considering that the GPU will eat up a large part of it. 64 should be plenty.

Make sure you have enough disk space, though. You don't want to rely on external drives all over your desk.

In short: If you want a new M3 MacBook Air, a good Photoshop configuration would be 16 or 24GB Unified Memory, and 512GB or more of storage (maybe more depending on your usage).

If you can only afford to buy the M3 MacBook Air with 8GB of Unified Memory and 256GB of storage, you don’t have enough money to buy a good new Mac for Photoshop. You should instead try to afford more Unified Memory and storage by choosing an older processor (M1, M2) or a used/refurbished model.

About the components:

M3 processor: Far above the requirements, this is no problem.

RAM: Macs use Unified Memory because RAM is shared between system and graphics. For an M3 running Photoshop, the minimum is 8GB, but you should be doing the Recommended amount of 16GB or more. For daily professional use with large files, 24GB or more is much better.

Storage: The 256GB option is only for the MacBook Air (the MacBook Pro starts at 512GB), so it sounds like you are only looking at the MacBook Air line. 256GB is very minimal, and might be enough only if your Photoshop files are not large and you are not storing many documents and other applications on the computer. But if you plan to store many other documents and applications, you should order 512GB or more. Many pros order 1TB of internal storage, and pros editing many large files also attach fast external storage.
