I have also been experiencing this annoying behavior. I always use legacy Export As, since I have experienced problems with the new format. Half of the time I get the root Photoshop directory as the default save location, because I move files off my system to a Synology NAS when I am finished with alterations. This shouldn't affect the ones I am working on and the folders I have opened from and saved to, multiple times, however. I figured it was just a Windows 11 24H2 thing.

I've started noticing this too. It's not remembering the location of the source document to export to. It's taking me to folders I haven't opened in months. And even after exporting in the intended place, subsequent exports will continue to default to that old location. This used to work properly.

I'm also on the legacy Export As. The new one has notable regressions particularly with reduced size PNGs where it uses 1-bit transparency, making it totally unsable in practice. I reported on this before.
