making halftone like this image

Hello

In this image you can see shadows have kind of halftone.

Is there any way to make this effect in photoshop? or I should use plugin?

Also I guess it has been done in illustrator. But is there any way to make this effect in photoshop.

The way : (color halftone) can't make the same effect.

Filter >  Pixelate > Color Halftone.
