Hi, I was wondering if there is a way to zoom in on someone's face in a picture and make the picture like that? Is the only way to crop the picture closer to the person's head?

Using the crop tool is the way to crop away unwanted pixels.
I suppos you could zoom in, make a screen capture of the area you want to keep and then paste it into a new file, but I don't see the point of doing that since we have the crop tool.
It might make it easier for you to crop the area you zoomed to if you put in ruler guides. View > Rulers. Then drag guides from the horiontal and vertical rulers onto the file. Then you will know exactly where you want to drag the crop tool.

You can also use Layer mask, Vector mask or Clipping mask. Other than that is not available. Photoshop is pixel based editor with some animation and video capabilities. What is your end goal?

I agree with Bojan, this is the best way. Then you have the ability to make tweaks to the photo of necessary.
