Many items on drop-down menus disabled

Adobe Photoshop Version: 23.1.1 20220106.r.202 060a6d1 x64 running on Windows 10 Pro.

A few days ago I installed Harry's Filters.  I experimented for a day and then uninstalled the program.

Right away I discovered many items on PS drop-down menus are grayed-out and unavailable.

Is this due to Harry's filters?  If so, how do I fix it?

Is this true in all documents? Including a new document in RBG, 8bits?

 

First, try resetting preferences after backing up customization. Edit > Preferences > General > Reset Preferences on Quit. If the issue persists, uninstall from the CC app > run the Cleaner tool > Reinstall.
