Markers are not showing in the ruler -
I can not find a setting or reason they are not showing.
I googled but no help, PS User Guide not helping.
Please help.

Just go into prefs and hit the delete prefs on quit button, then quit.
https://helpx.adobe.com/photoshop/using/preferences.html#DeleteOnQuit
Or use the keyboard shortcut method mentioned directly underneath on the same help page.
Keep in mind that resetting prefs may remove unsaved actions and other presets, which is why links were provided on how to backup such assets.

Out of pure frustration - I followed the directions to RESET PREFERENCES
IT DID NOTHING TO RESOLVE THE MISSING MARKER IN THE RULER
BACK TO SQUARE ONE??
Are "we" guessing or is this fixable?

C:\Users\jxxxxx>\AppData\Roaming\Adobe Photoshop 23.5.1\Adobe Photoshop 23.5.1 Setting
The system cannot find the path specified.
Again - Windows 10 Pro -
I only have one drive - C:
I tried putting the slash as both a forward and backward - made no difference.
Obviously - my time spend trying to resolve this "Marker" in Rulers has been a total dissapointment and futile.
Since it works in older version - there is something in the new preventing it and as others have been saying on this forum - other problems with 23.5.1

Glad you got the Ruler Markers back. Sometimes one never exactly knows what the fix was.
I just had a go around with our Mac Studio because it decided it didn't want to Sleep anymore. So after trying a bunch of stuff it finally started sleeping again, though who knows what the exact cause or fix was.

This looks like the latest driver for your GTX 745
https://www.nvidia.com/en-us/drivers/results/193297/
There is no Studio driver available, but this is the same with some extras included which you don't have to install.
That is, you should be able to check just the driver with a Clean Install and nothing else unless you want the other stuff.
