Hi, I saw an artist using this to select the white portion, then colouring it. But I am not able to find the Tool that looks like this. Anyone knows? Thank you 😞

It specifically indicates that you have made a selection and have one of the selection tools selected AND that your cursor is inside the selected area and that you can move the selection (the marching ants and NOT pixels).  If you were to change the Move tool and had a raster layer selected, _then_ you could move the pixels inside the selected area.  If you were to hold down the ALT key and move, then you would copy the selected pixels.  This all happens on the same layer though, so not terribly useful.
