Menu dropdown panel color change

I'd like to change the background color to Black with text of White.  I've seen users with that color scheme but I've been told by Adobe that it would need to be done by third party.  Does this need to happen in my OS?

Yes that is normal. As to why, only Adobe staff could answer that. If it bothers you, you could raise a feature request at the link below where it will be seen by Adobe staff.

Which background color, can you be more specific or post screenshot. It is not very clear do you want to change interface color or colors on image. Information about OS and Photoshop version will be helpful.

Hi There! 

 

I'm using PS CC 2020. I've setup the Preferences>Interface to use Blak color theme. Even that the drop-down menu's background are still white. Why?

Hi,

Try Edit >Preferences >Interface >Color theme

To add to Dave's correct response for Windows users, if you are on a Mac you will find Preferences in the Photoshop CC menu. Either of the two dark displays will make the type white.
