can I merge two shapes that are different colors onto one layer and keep the separate colors AND vector properties?
thanks!

Rather than Merging the Shapes, I would combine them into a group.

The short answer is no; refer to the suggestion by @Semaphoric or convert them into a Smart Object layer.

As has already been said, it is not possible.
However, if a smart object is also out of the question for you, there may still be a workaround. However, only if the boundary between the two original shapes forms a straight line.
Assign a gradient to the combined shape as a "hard gradient" (both colors at the same position)

The reason the answer was no is that the stroke and fill colour is a property of the Vector shape - so combining two shapes to make one new shape will only have one new stroke and one new fill colour
